As I was coming out of my house, I saw a white van turn the corner. The driver appeared to want to park near the top of the road, because he cut in sharply in front of the first parked car. In doing so, he clipped its wing. Then he coasted on down the hill and parked near the bottom of the road. Driving conditions were good. Traffic was light. I would not say that the driver was driving recklessly though perhaps he was going rather too fast for someone about to stop. When he left his vehicle, he looked back up towards the parked car, so I think he knew he had hit it.
